Midwest Energy Proposes Changes to Rate Schedule and Terms & Conditions
Midwest Energy is seeking member comments on proposed changes to certain rate schedules and natural gas and electric Terms & Conditions. The comment period ends on Friday, April 10, 2015. Please submit any comments to Pat Parke, via our contact page.
Midwest Energy is not proposing general rate increases with this action. Below are additional details on the four categories of changes proposed, with links to the full documents at the bottom.
Electric Rate Schedules
1. Service Fees Rate Schedule – Add fees for miscellaneous services such as third-party account inquiries, sales tax refund assistance, ACH transactions, etc.
2. Master Tariff
- Delete reference to Energy Efficiency Rider
- Clarify demand component in seasonal billing period definition
3. Large Interruptible Service Rider (LISR)
- Add Medium General Service as a qualifying rate schedule
- Customer’s credit based on actual summer load instead of prior year maximum.
- Revise average peak demand calculation.
- Change to one annual payment instead of monthly
- Revise penalty calculation in the event participant opts out of curtailment event
- Miscellaneous formatting changes
4. Pump Curtailment Rider (PCR)
- Redefine load control kW as average peak in single prior season
- Clarify that late curtailments or early restarts causes forfeiture of credit
- Add 20,000 kWh as a qualifier to receive the credit, independent of 700 hours of run time (only one criteria must be met to qualify)
- Eliminate refund provision for PCR Plus option going forward
- Miscellaneous formatting changes
5. Energy Cost Adjustment (ECA)
- Revise definition of cost to include revenues or charges for sales to third parties, SPP-related transaction costs, and demand response costs previously included in Energy Efficiency Rider.
- Remove mandatory update if over/under recovery balance reaches $1 million.
6. Cancel Energy Efficiency Rider – move cost recovery language into ECA schedule
Electric Terms and Conditions (Sheet Index Number shown in parenthesis.)
1. Incorporate self-regulation status resulting from 2013 membership vote (throughout)
2. Set maximum deposit at two months usage versus three for customer-read meters (217)
3. Limit security deposit installment payments to four months (217)

5. Clarify Customer responsibility to provide secure attachment point for conductors (247)

Natural Gas Rate Schedules
1. Irrigation Sales Service – Remove service curtailment provisions set forth elsewhere
2. Industrial Sales Service – Remove service curtailment provisions set forth elsewhere
3. Natural Gas Curtailment Plan – Complete update to existing plan for curtailment of service in emergency conditions or when required for system maintenance
